**HTTP status:** `503`.

The operational stop state every send is checked against did not answer, so the send was refused rather than assumed allowed. Nothing was journaled.

## Troubleshooting

- Retry the same request with bounded backoff; nothing was recorded.
- If it persists, contact support and quote the request\_id.
