The sender phone number is not currently eligible to send messages. This is an HTTP 403 error returned when the line you are acting on cannot currently deliver to Apple. The request was rejected before anything was created or sent.

## Troubleshooting

- Retry from a different phone number on your account
- Omit `from` on `POST /v3/messages` to let us pick an eligible number for you
- Contact support with the `trace_id` if the number should be eligible
