The sending line was blocked from sending this message before the send was attempted — an eligibility check on the sender rejected it. Delivered asynchronously as a `message.failed` webhook; the message will not be delivered. Failures of this class were previously reported under the generic 4001.

## Troubleshooting

- Check the sender line’s status in your dashboard
- If the line looks healthy and this persists, contact support with the `message_id`
