The sender phone number doesn't have the international plan, so it can't send SMS or RCS to this recipient outside the US and Canada.

HTTP status: 403.

The sender phone number does not have the international plan enabled, so it cannot send SMS or RCS to recipients outside the US and Canada. This is an HTTP 403 error returned by the message send endpoints (POST /v3/messages, POST /v3/chats, POST /v3/chats/{chatId}/messages) when a direct (1:1) message to a non-+1 number explicitly requests SMS or RCS, or when the sender phone number can only send over SMS or RCS. The request was rejected before anything was created or sent.

iMessage to international recipients is not affected. Without an explicit SMS or RCS preference, the message is sent over iMessage only and never falls back to SMS or RCS. Group chats and US and Canada (+1) recipients are not affected.

Troubleshooting

Omit preferred_service or set it to iMessage — the message is then sent over iMessage only, with no SMS or RCS fallback
Omit from on POST /v3/messages to let us pick a number on your account that has the international plan
Contact support with the trace_id to enable the international plan for this number
