The sending line was blocked from sending this message before the send was attempted.
HTTP status: 403.
The sending line was blocked from sending this message before the send was attempted — an eligibility check on the sender rejected it. Delivered asynchronously as a message.failed webhook; the message will not be delivered. Failures of this class were previously reported under the generic 4001.
